An upcoming series from Marvel Animation is The Offenders. An original team will be featured. Marvel’s The Offenders is a story in which no one asked them to — and if they didn’t, we’d be better off — so MODOK, Dazzler, Tigra, Hit Monkey, and Howard the Duck are all forced to team up to save the planet and other parts of the Universe. The series was announced during the press tour of the Television Critics Association on February 11, 2019.
It will be published together with M.O.D.O.K. and Hit Monkey, both leading up to this series’ crossover series. This would be similar to the Netflix series by Marvel Studios. It would have included before their cancellation, Howard the Duck and Tigra & Dazzler.
Because all the characters in The Offenders from the other shows are united by The Criminals, we can safely presume the same voice cast would migrate over. That means Patton Oswalt as M.O.D.O.K.’s voice, but we don’t know who will be voicing the other characters beyond that. Very little details on who is working on The Criminals was announced in the original announcement for both of these series. In all the episodes, including the team-up, Jeph Loeb himself acts as executive producer, but although the other four have showrunners and creators, Loeb said of The Criminals that “writers and additional executive producers for the project will be announced at a later stage.”

Brought together because no one else could but Hulu’s Marvel Television,’ Jeph Loeb said during a February press tour of the Television Critics Association. “M.O.D.O.K., Hit-Monkey, Tigra, Dazzler, and Howard the Duck will form a squad no one asked for the Criminals. (And wait until you see who the leader of the team is! This is very different from the Marvel Comics Criminals, a genuinely powerful squad of supervillains assembled by the Collector and headed by Red Hulk, including Baron Mordo, Terrax, and Tiger Shark (not to be confused with Tigra).
They came into direct conflict with a party called “Defenders” formed by the Grandmaster that included Hulk, Silver Surfer, Namor, and Doctor Strange, all because they decided to play a high-stakes game with the two Elders of the Universe.
When we could get a The Offenders preview for The Criminals, there’s no telling, but it seems likely that each series will get some sort of post-credits scene that teases how and why the team-up series will happen. For Marvel, also in the Netflix series, that’s become a standard operating procedure.
