In The Meadows, all the young girls of Operation Utrax are suddenly released. Unlike their old medical establishment. Hanna Season 2 Ending Explanation

Because of Jules, Stephen’s plan to save Nicola from interception fails. At the end of Hanna Season 2, Alba dies, but Hanna gets her hands on the document. This document finally reveals that the list of murder targets of Utrax is made up of lawyers, activists. And other potentially influential experts from different fields who could later make a difference in the world. Most of the people mentioned in this target list are under the age of 18, and all are under the age of 30.

And this is the reason why the existence of Utrax was a secret all this time. They wanted to unethically eliminate a younger generation of leaders because it would allow them to take over the world.
